Mr. Strongin graduated from Columbia Law School LLB in 1967. He received his undergraduate degree in 1964 from Columbia College.
He has served as the Acting General Manager, the Secretary and Associate Counsel for the New York State Energy Research and Development Authority.
He was born in Brooklyn, New York.
